The Early Head Start (EHS) program is for low-income infants, toddlers, pregnant women, and their families. EHS programs promote healthy prenatal outcomes, enhance the development of very young children, and promote healthy family functioning. There are two different program options in Early Head Start. These options are Home Based or Center Based. Home Based serves pregnant women and infants. Pregnant women will receive a home visit from a Home Visitor one time per week. Services will include access to prenatal health care, prenatal education, and breastfeeding education. Expectant parents will attend a support group twice per month with other expectant parents in the program that will include educational topics and fun activities. Infants and their families will receive a home visit from a Home Visitor one time per week lasting 1½ hours. Center Based: The High Scope Infant Toddler curriculum is individualized to meet the physical, intellectual, and social-emotional needs of each child. The Cortland County Council of Churches brings together local congregations in joint ministry to the community and the SUNY Cortland campus. It has played a unique role in ecumenical and interfaith relations for more than 70 years. Programs include:
  • "Stuff that Matters," Thursdays, 4:30 pm: free meal for students who want to talk about their concerns, even while cooking, eating and cleaning up. Usually finished by 6:30 pm.

The following services are available: Early Intervention: provides evaluations and appropriate services for children from birth to age 3 with a developmental disability or delay. Child Find: provides developmental screenings and surveillance for children from birth to age 3 who are considered to be at risk for developmental delays. Children with Special Health Care Needs: identifies children with special health care needs with referrals to appropriate agencies and health insurance providers. Facilitated Enrollment: provides assistance with Family Health Plus, Child Health Plus and Medicaid application(s). Physically Handicapped Children's Program (aka PHCP): provides financial and referral services for children under 21 with physically handicapping conditions. Pre-K Special Education Program: facilitates evaluations and services through the child's school district for children age 3-5 years with documented or suspected developmental delays or disabilities.
